Ethics Officer
The objective of the Ethics Programme is to ensure that all staff members achieve the Organization’s mission and perform their
functions in accordance with the highest standards of integrity through conduct that is ethical, lawful and respectful of the countries in
which the Organization operates and to foster a culture of ethics, transparency and accountability. To this end, the Ethics Officer will
support and advise the Ethics Advisor in the following:
• Implementation of the Ethics Programme and policies originating from the office.
• Promotion of ethical standards within the Organization at headquarters and in the field.
• Providing advice and guidance to staff on professional ethics standards and issues, and on specific policy and practice issues,
such as conflict of interest, financial disclosure, protection against retaliation. Drafting of contents for the website and promotional
documents for the staff.
• Liaising with Human Resources Management (HRM) on the development of a comprehensive ethics training programme. Provide
training in collaboration with HRM.
• In collaborating with Bureau of the Comptroller, Legal Affairs and HRM on the implementation of a financial disclosure programme
requiring senior staff members, and staff members with procurement and financial assets investment responsibilities, to file a
financial disclosure statement.
• Drafting reports on the activities of the Ethics Programme for the Director-General, the Executive Board and the General
Conference.
• Monitoring the progress of policies such as a whistleblower protection policy, which ensures that sufficient protection against
retaliation is provided for individuals who report misconduct or cooperate with audits or investigations.
• Participating in internal/external ethics meetings. Serve as liaison with external parties, including representatives of other
international, inter/non-governmental organizations.
Qualifications: DESS, DEA, Bac + 5 (law, social sciences, public policy or business administration, human resources management or)

Advanced university degree in law, social sciences, public policy or business administration, human resources management or labour relations
• 4 to 7 years of progressively responsible professional experience of which 2 acquired at the international level in the combined areas of ethics and related fields, such as design of ethical standards, ethics and compliance programmes, conduct and discipline programmes, accountability and compliance frameworks, financial disclosure policies, legal and human resources management
• Demonstrated knowledge of ethics or ethics related issues, policies and practices, internationally and/or within the UN system
• Proven conceptual and analytical capabilities. Ability to make research to identify, analyze and develop policy and advice on professional ethics standards and issues. Ability to formulate options, make conclusions and recommendations
• Proven ability to plan own work, manage conflicting priorities and to use time efficiently; ability to organize and coordinate the preparation/implementation of ethics training modules and information packages. Proven capacity to work in an autonomous manner
• Ability to identify clients’ needs and propose appropriate solutions as well as establish and maintain effective relationships with partners within and outside UNESCO
• Ability to operate effectively across organizational boundaries; ability to establish and maintain effective working relations in a multi-cultural, multi-ethic environment with sensitivity and respect for diversity.
• Ability to provide advice and guidance to staff at all levels
• Excellent communication skills (oral, written and presentational) and proven ability to prepare, present and discuss findings and recommendations on issues clearly and concisely; ability to defend difficult issues and positions to senior officials, and to defend policy and practice recommendations in a complex decentralized, multi-cultural environment
• Excellent knowledge of English or French. A good working knowledge of the other language would be an asset.
