We are looking for an Advisor with strong analytical and management skills to advise the the Chief Operating Officer (COO) of the OECD Development Centre. S/he will serve as his office focal point for activities related to fund raising, policy results, strategic orientation etc. S/he will work under his general supervision 1. Management support and advice • Stay abreast of key development policy issues and provide the COO concise analysis, considered judgments, and recommendations for DEV’s strategy within and outside of OECD. • Monitor delivery on commitments, including to the Boards, Senior Management and Units, and prepare communications to the attention of the Director, Managers and Staff as appropriate. • Review policy documents and prepare briefing notes and presentations for the COO’s use in internal and external meetings. • Advise DEV units in adapting their products to better meet the needs of constituencies. • Provide recommendations to the Results team on indicators and methodologies for evaluating policy impact .
2. Fundraising activities • Develop a fundraising strategy and ethical guidelines for partnering with corporations. • Co-ordinate fundraising activities by creating and managing a knowledge data base of all donors and prospects.
3. Liaison and co-ordination • Assist DEV units in preparing project proposals and approaching potential donors. • Liaise with other organisations (public and private) to build new partnerships. • Ensure that all project management tools put in place are effective and adapted to the needs of each unit |

1. Education and experience • An advanced university degree in business or finance. Proven ability to work at strategic, operational and financial levels and a good understanding of economic issues. • Three to seven years of international professional experience in public or private sector that demonstrates versatile skills and strong analytical capabilities. 2. Key competencies • Ability to work quickly and produce concise, top-quality briefing material and recommendations; professional integrity; strong analytical skills, creative problem solving; willingness to take risks. • Fluency in the use of standard software applications (PowerPoint, Word, Excel); • Effective experience in fundraising. • Aptitude confirmed by professional experience for team work and for establishing and maintaining effective and harmonious working relations in a multicultural environmnent. Excellent interpersonal, negotiation and diplomatic skills. • Genuine commitment to the work of the OECD in promoting international co-operation.
3. Communication and OECD official languages • Excellent written and oral communication skills. • Excellent knowledge of one of the two official languages of the Organisation (English and French), including excellent drafting ability in that language. Working knowledge of the other language. |
