Under the overall authority of the Director of the Division for Education Strategies and Capacity Building (ED/ESB), the incumbent will lead the work of the Section for providing advice and technical support to Member States in policy formulation, strategies and education development plans. The incumbent will also be responsible for the implementation, monitoring and evaluation of the UNESCO National Education Support Strategy (UNESS). In this framework, the incumbent’s main responsibilities will include:
In close collaboration with Regional Bureaux, IIEP and UIS, guide the design, implementation, monitoring and evaluation of support strategies and programmes aimed at consolidating national planning processes. Lead the preparation of policy reviews, guidelines, toolkits and practical instruments on national education policy formulations and planning. Provide expert advice to Member States in the areas related to education policy analysis and formulation, educational planning, and establish cooperation with Regional Bureaux, IIEP and UIS. Develop and maintain international networks and partnerships on educational planning, for example, Interagency Network on Education Simulation Models (INESM) and the Virtual Network on Educational Planning and Management (E-MAP). Provide global coordination, as well as technical and methodological facilitation to the Regional Bureaux and Field Offices with regard to the UNESS preparation and implementation processes in view of an enhanced and evidence-based internal programming. Oversee the development of UNESS synthesises, identify key priority areas for cooperation with Member States in view of guiding biennial workplans of the Sector, as well as United nations common assessement and programming exercises. Within the framework of the C/4 and C/5 formulation processes, contribute to the preparation of UNESCO's Education Sector strategies, programmes and budgets. Provide leadership to a team of Programme Specialists and General Service Staff through the development of a clear and compelling vision, the development and monitoring of group and individual objectives and the creation of a working environment that facilitates the exercise of their substantive expertise. Ensure the prompt resolution of conflicts, if any, and provide staff development opportunities and foster empowerment. |

Advanced university degree (Masters or equivalent) in Social Sciences, preferably in educational planning and management, economics of education or education policy. Ten to fifteen years of progressively professional experience in the field of education policy at both national and international levels. Demonstrated experience in developing strategies and policies and providing expert advice on education policy and educational planning. In-depth knowledge of education policy and educational planning. Good knowledge of technical and financial development cooperation in education at national and international levels. Strategic planning and managing skills: capacity to deal with officials and employees at various levels within and outside UNESCO to realize the goals of the Education Sector, to develop a compelling vision, to plan and organize work, to administer financial resources and to exercise approriate supervision and control; capacity to direct, motivate, empower and monitor the performance of the team members. Ability to communicate effectively and persuasively. Establish ongoing dialogue with Member States. Good diplomacy, demonstration of political sensitivity and the respect of cultural diversity. Good interpersonal skills and ability to establish and maintain effective working relationships in a multicultural environment. Excellent knowledge of English, good knowledge of French. Knowledge of any other UNESCO official languages would be an asset. |
