Energy Analysts - Electricity Energy Markets and Decarbonisation
The IEA seeks several Energy Analysts to contribute to new work related to energy markets relative to the following topics: carbon capture and storage (CCS), nuclear energy, electricity infrastructure and smart grids. Lagging investment in new coal and electricity generation capacity are putting strong sustained pressure on stationary energy markets and weakening energy security at a time when the energy sector, especially electricity, will have to bear the brunt of decarbonisation. The main outputs of this work will be analytical and quantitative reports to build an evidence base for the development of Member Countries’ energy policies.
The selected candidates will be part of a small team of enthusiastic professionals reporting to the Head of the Energy Diversification Division.

1. Energy Analysis
• Participate in the Agency’s work on electricity energy markets and the writing of the associated reports and publications to meet the needs and priorities agreed by Member countries in one or more of the following areas:
- Capital, operating and liability costs of CO2 capture, transport and storage; potential to retrofit CCS technologies and the cost and efficiency implications of this approach; assessment of the efficiency penalty of adopting CCS technologies and the associated increase in fossil fuel consumption; and developing policy recommendations that assist governments wishing to encourage the uptake of CCS in the power and industrial sectors.
- Capital, operating and liability costs of advanced third and fourth generation nuclear power plants; the cost and efficiency implications of nuclear power; and developing policy recommendations that assist governments wishing to encourage the development of nuclear power as a contribution to curbing greenhouse gases and enhancing energy security.
- Electricity market analysis, including the impact of integrating significant amounts of electricity from variable sources, such as wind and ocean, into electrical power grids over the short to medium-term to assist governments to develop long-term electricity plans to respond successfully to supply disruptions of any kind.
• Assist with project management as appropriate.
• Support the broader activities of the IEA through analytical, written and verbal contributions, development of web content and briefs on all aspects of electricity markets as appropriate.

2. Liaison and Outreach
• Collaborate with other Divisions in the Agency and other organisations on cross-cutting projects, publications, policy reviews, modelling output. Liaise with the IEA Implementing Agreements to help support the IEA’s work as appropriate.
• Monitor the content of national programmes. Explore and identify opportunities for collaborative projects and co-operative actions in the field of R[D]&D, demonstration, deployment and dissemination, in both member and non-member countries.
• Participate in preparations for meetings of IEA standing committees, working parties, in particular the Working Party on Fossil Fuels, conferences and workshops as required; participate in relevant meetings of other international organisations; provide support for the development of reports, analyses and information items for these meetings.
• Maintain contacts with: government policy advisors on energy and environment; government officials responsible for techno-economic analysis and advice; other international organisations, including the G8, Carbon Sequestration Leadership Forum (CSLF) and the Global Carbon Capture and Storage Institute (GCCSI); industry representatives, including the Coal Industry Advisory Board (CIAB); and academic and research institutions.
• Promote the work of the Agency externally to a wide range of audiences through organising and participating in workshops, making presentations and holding bi-lateral meetings.

1. Education and experience
• An advanced university degree(s) in economics, science, engineering or other relevant discipline with a focus on techno-economic analysis.
• Excellent understanding of the energy sector and of the implications on this sector of pursuing a path to a low-carbon economy. An in-depth understanding of one or more of the following areas: CCS and its potential to contribute to a low-carbon economy together with an appreciation of the challenges it will face in meeting this potential; nuclear energy; electricity infrastructure issues and smart grids.
• Three to seven years' experience of techno-economic analysis of fossil fuel use, preferably with a recent emphasis on CCS, in the energy sector, nuclear energy, or electricity markets and infrastructure (e.g. business, industry, R&D agency or government). A power sector or industrial background would be an advantage.
• A track record of engagement at the international level. Experience of developing countries would be an advantage.
• Excellent level of computer literacy.

2. Key competencies

• Proven analytical abilities as demonstrated in past work products (analytic reports, quantitative analysis, operative models, and/or published papers).

3. Communication and language skills
• Good interpersonal skills, including the ability to maintain harmonious working relations with colleagues in a multicultural environment as well as the ability to foster contacts with officials in national and international fora.
• Strong communication skills. A demonstrated ability to prepare high quality reports quickly and clearly in written form on complex technical issues for a more general policy audience. Experience of giving oral presentations.
• Excellent knowledge of written and spoken English; working knowledge of other languages would be an advantage.
