We are looking for a health economist or policy analyst to work on comparing the quality of health care in OECD countries. The development of health care quality indicators in areas such as cancer care and treatment of cardiovascular disease has been one of the most exciting developments in health data in recent years. The OECD is now seeking to extend the indicators to cover primary care quality, patient safety and patient experience of care. It also is analyzing how different policy choices may determine the quality of care, and is comparing how different information systems are structured in countries in order to identify policy-relevant ways of measuring health care quality. The selected candidate will work as part of a small team (4-5 people) under the supervision of a senior member of the Health Division.
1. Project management • Undertake research and related project work, in conjunction with other areas of the health division and collaborating divisions, on specific aspects of health care quality; including: - indicator development in priority areas, - cross-national data collection - methodological developments to facilitate cross-national comparisons of data and - analytical work focused on understanding the factors (both economic and non-economic) contributing to the reported differences in care quality across countries and identifying possible approaches to influence quality of care at the system level. • The principal focus for this role in 2010 will be on health promotion, prevention and primary care with a secondary focus on patient safety and/or patient experiences measurement.
2. Analysis and drafting • Preparation of major reports and official publications to communicate the outcomes of the research and project work undertaken each year to the country experts and other key stakeholders in the project and to inform ongoing project decision-making.
3. Meetings • Management of relationships with country experts participating in formal groups and subgroups of the project, including coordination of high-level meetings of representatives from OECD member and non member countries, teleconferences and day to day e-mail communication.
4. Liaison and outreach • Collaboration with other international organizations (including the European Commission and World Health Organisation) and various research institutes and partner bodies involved in the work of the project. This includes representing the organization at high-level international meetings and providing presentations on behalf of the project. • Coordinate, in conjunction with corporate support services, the materials and activities for special events held from time to time. A specific focus in 2010 will be on the coordination and preparation of an OECD monograph on quality of care (involving multiple authors) and the organization of a high-level international forum on quality of care to be held in conjunction with an OECD meeting of health ministers in Paris in October 2010. |

1. Education and experience • An advanced university degree in economics, economic statistics or a similar discipline and with a background in health and social expenditure accounting or a degree in health policy or public health, jointly with an economics background, would be an advantage. • Three to seven years' experience in applied research or analysis in the field of economics, with experience in the health field providing a strong advantage. Previous experience with a national administration or an international organisation would be an advantage, as would specific expertise in one or more of the areas mentioned in the job description above.
2. Key competencies • Proven ability to administer studies of key issues in health economics and policy. Evidence of strong research and analytical skills. Demonstrated aptitude for orienting empirical studies towards key policy questions and assessing the policy implications of research findings. • Very good interpersonal skills and ability to work in a multicultural team. • Working knowledge of Microsoft Office and other relevant software, including word processing, spreadsheets, and statistical packages.
3. Communication and OECD official languages • Excellent knowledge of one of the two official languages of the Organisation (English and French), with very strong ability to draft analytical papers in that language. Good working knowledge of the other official language or of other languages used in OECD countries would be an advantage. |
