The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development (OECD). The OECD is a unique forum where the governments of 30 market democracies work together to address the economic, social and governance challenges of the globalizing world economy. Both the OECD and the IEA seek opportunities to work with an increasing number of non-Members of growing importance to the world economy.
FIXED-TERM POST OF EIGHT MONTHS (FEBRUARY 2010 – SEPTEMBER 2010)
The IEA seeks a Legal Counsel to contribute to the work on legal matters related to institutional and procedural questions, contracts, intellectual property and other administrative matters. S/he is expected to assist the staff of the Agency working on substantive matters. The balance and content of the portfolio will evolve in accordance with the needs of the Agency.
The selected candidate will be part of a small team of enthusiastic legal professionals reporting to Legal Counsel in the Office of the Legal Counsel. 1. IEA Standing Committees, Working Parties and Implementing Agreements • Advise Executive Committee Members and IEA Standing Groups and Working Parties representatives, upon request, on a broad range of legal and policy issues pertaining to R&D “Implementing Agreements”; attend Executive Committee meetings in which legal matters are discussed. • Prepare and advise on the administration of R&D Implementing Agreements: - draft memos on legal issues arising out of particular Implementing Agreements; - brief IEA Desk Officers on the procedural and administrative matters related to the functioning of these Agreements. • Supervise the preparation of new texts of R&D Implementing Agreements or Annexes thereof, which includes providing advice on the interpretation of the legal provisions of the Agreements. • Assist the Standing Committee on Energy Research and Technology (CERT) on issues relating to implementing agreements and working groups. • Participate in preparations for meetings of IEA standing committees, working parties and other groups as required; participate in relevant meetings of other international organisations; provide support for the development of reports, analyses and information items for these meetings. 2. Contracts and Other Administrative Matters • Prepare and advise on contracts and such other legal instruments as may be required for the operations of the Agency, conduct and monitor the completion of the procedures through to final signature. • Establish, in co-operation with the IEA’s Personnel and Finance Division, internal control procedures for entering into, negotiating and implementing contracts. • Supervise, with the Deputy Legal Counsel, the administrative assistant in the preparation of permission letters responding to requests for the use of Agency data and to translate Agency publications, and advise on and draft intellectual property rights agreements. • Assist the Chief Legal Counsel and Deputy Legal Counsel on all other matters as requested. |

. Education and experience • An advanced university degree(s) in law. Three to seven years legal experience within international organisations, government, private law firms or industry, in relevant fields, including drafting contracts. • Specialised knowledge of either a common law or a codified legal system to complement the specialised knowledge of the Deputy Legal Counsel and Chief Legal Counsel. Some knowledge of international law. • Good general knowledge of the energy sector.

Proven ability to handle multi-tasking, prioritise and meet tight deadlines. Strong sense of responsibility for the successful completion of assigned work. • Good information technology skills.
3. Communication and languages • Good interpersonal skills, including the ability to maintain harmonious working relations with colleagues in a multicultural environment as well as the ability to foster contacts with officials in national and international fora. • Strong communication skills. A demonstrated ability to prepare high quality reports quickly and clearly in written form on complex legal issues for a more general audience. Experience of giving oral presentations. • Excellent knowledge of written and spoken English; working knowledge of French is highly desirable. |
