Information Technology and Network Services provide the applications, systems, technologies, and infrastructure to support and enhance the OECD’s global role in building knowledge, communicating with the world and interacting with governments to inform and influence policy making. 1. Technical
• Develop, test, implement, maintain and support information management systems and applications to meet the business needs of the Organisation in one or more of the following areas:
• Corporate management and administration;
• Statistical data management, economic forecasting and policy analysis;
• Worldwide interaction and exchange of information with member and non-member countries and support for the work of OECD Committees;
• Web-based and collaborative applications.
• Working as part of a development team, assist with the definition of needs for new or improved business applications in client areas. Analyse business processes, identify and recommend efficiency improvements. Draw up development plans with clients, design and implement the agreed business solutions and carry out post-implementation reviews.
• In consultation with clients and peers, participate in the definition of information, application and technology architectures, database structures, user interface layouts, workflows, control processes and interfaces with other applications.
• Establish and review procedures to ensure the availability, optimal functioning, integrity and security of information management systems, applications and software modules. Prepare and maintain corresponding documentation for operating procedures, data and work flows, user processes and system controls.
• Work in conjunction with other parts of the IT service to ensure that all necessary hardware, software, backups and related systems facilities are functioning properly. Provide management statistics on use of implemented applications and systems.

2.Support, documentation and training
• Support information management systems and maintain good contact with user representatives and other IT support areas. Follow-up on problems encountered in liaison with other IT staff and suppliers.
• Prepare and maintain end-user documentation, on-line help, promotional and training material.
• Train clients and users and assist them in the appropriate use of their applications.
• Perform other related duties as required.

1. Education and Experience
• A university degree in computer science or a related field.
• Very good knowledge of modern programming languages (particularly Microsoft development technologies), application development, systems design and development methodologies. Good working knowledge of computing and communications technologies, including Web applications, database systems and workflow technologies.
• Very good programming skills and three years’ programming experience in: ASP.NET (C# or VB), SQL Server and JavaScript is required.
• Technical knowledge of any of the following software technologies would be useful but not essential: ERPs, SharePoint, .NET, Business Intelligence tools, Microsoft Reporting Services, InfoPath, forms management in Microsoft Outlook.

2. Key competencies
• Proven ability to rapidly master new computer and communications technologies.
• Strong analytical, communication and problem solving skills. Ability to quickly narrow down through a process of elimination, the cause of problems and suggest solutions to resolve them. Ability to explain clearly and succinctly (in writing and orally), the purpose/results of analysis, technical solutions, research and development work.
• Very good interpersonal skills. Demonstrated ability to develop and maintain good working relations with users, to correctly understand and formulate their requirements, and to develop appropriate system specifications.
• The capacity to work in a multi-cultural environment, good judgment, tact, and respect for colleagues.
• A good sense of initiative, the ability to take on responsibility and show flexibility by adapting to evolving needs, and to work in a team or autonomously as required.

3. Communication and OECD official languages (English and French)
• Very good knowledge of one of the official languages of the Organisation and understanding of, or willingness to actively learn the other. (Language training is available).
