Team Leader on Aid and Accountability
The GOVNET work programme currently focuses on 3 core topics: aid and domestic accountability, including taxation; the fight against corruption, and human rights. The GOVNET work on accountability will address a) the possibility that aid can lead partners from developing country governments to be more accountable to donors than to their domestic stakeholders and b) the need to improve donor support to the capacity development of democratic institutions/systems for greater development effectiveness and poverty reduction.
Additional areas of focus include work on governance assessment and the evaluation of public sector reforms. These topics are underpinned by cross-cutting concerns with relations between the state, citizens, civil society and the private sector. The person selected for this position will lead and deliver GOVNET’s work on political and economic governance aspects of accountability and contribute to the planning and implementation of the GOVNET work programme, in collaboration with the other two Project Managers. The Aid and Accountability Team Leader will report to the Head of the Policy Coordination Division.

1. Management, co-ordination and implementation of GOVNET Work Programme
• Provide substantive inputs to implement the agreed mandate and work programme of the GOVNET. This will include taking direct responsibilities for policy development and outreach to partner countries on the thematic areas of aid and domestic accountability.
• Provide leadership, organise meetings and prepare documents for the GOVNET Aid and Domestic Accountability Task Team.
• Support the Chairs of the GOVNET Aid and Domestic Accountability Task Team.
• Help with the dissemination and outreach of DAC GOVNET Aid and Domestic Accountability outputs and processes.
• Network with key global and local actors on governance matters.
• Act as focal point for Aid and Domestic Accountability issues within DCD/DAC.
• Work with DCD’s Aid Effectiveness Division and other areas involved in accountability issues across the OECD.

2. Planning and organisation of international meetings
• Prepare analytical and policy documents as well as organising meetings and workshops for the GOVNET and other events involving global actors, partner governments and civil society.
• Contribute to GOVNET Members' efforts to develop common policy approaches and to implement them through:
- management of external consultants to produce research papers and policy documents, when necessary;
- conceptualization and drafting of documents and studies for consideration by the DAC;
- dissemination of good practices or policy implications to provide the basis for DAC guidance, reference papers or policy statements.

3. External representation, liaison, and communication
• Liaise and work in partnership with the GOVNET Chair and Bureau, informal task teams established for different subject areas and the DAC’s International Network on Conflict and Fragility.
• Represent the Development Co-operation Directorate at relevant international events. Establish and maintain contacts with relevant policy and research institutions both in DAC Member and non-member countries, and with relevant Directorates and associated bodies within the OECD.

1. Education and experience
• An advanced university degree, preferably in political science or economics. A specialisation in governance is also required; advanced knowledge of democratisation, accountability, and aid effectiveness.
• Three to seven years' experience on related international issues, with a focus on governance-related issues, and a combination of analytical/policy and operational experience. In-depth knowledge and experience working in a national or international aid agency, both at headquarters and in the field.

2. Key competencies
• Good judgment in dealing with complex and sensitive policy issues. Strong communication and interpersonal skills, with a proven ability to work effectively with teams in a multicultural environment. Ability to communicate effectively with delegations, authorities in member countries, and experts in the field is essential.
• Proven ability to formulate and advance initiatives. High energy and commitment. Proven capacity to produce high quality results on a timely basis and according to budget.
• Excellent team skills with a flexible, non-hierarchical approach to task management.

3. Communication and OECD languages
• Excellent knowledge of one of the two official languages of the Organisation (English and French) and very good written and oral knowledge of the other.
• Capacity to produce clear and concise technical and policy-oriented documents in English. Fluency in French would be a definite advantage.
